fall-like weather coming in. we're in the final hours of summer, and it's already cooler this morning. looks like it's going to be really nice, but a breezy day today. right now, live view of center city, where skies have cleared out. no sign of any showers, just cool, 67 degrees with winds out of the west at 12 miles an hour. and the rest of the area's running cooler as well. down by three degrees this morning in mt. pocono compared to yesterday morning. millville is down by three, and northeast philadelphia is down by two. so, we're in the 60s to start with for most of the area and we will see temperatures stay in the 60s for most of the day. a cool start but a breezy morning. 62 degrees at 9:00, 67 degrees at lunchtime today. we'll go through it hour by hour when i come back, but first, katy zachry has traffic. good morning, katy. >> good morning, bill. i'll look forward to it on your monday morning, and things are looking really good out there. really nothing out of the ordinary for this area. 95 at broad street, looking great. not much traffic to report. there is some construction if we

move a little bit further south on 95, in the northbound lane right at route 202, which is exit 8, the left lane is blocked, but that is expected to lift around 5:00 this morning. so, just about an hour from now. moving into new jersey, things are looking great on the majors there as well. this is a look at the 42 freeway right at creek road in belmar, where you can see there is an accident -- or rather, there is a construction zone set up, but we're not seeing any active construction in that area. and then head it up to the lehigh valley, 78 at lehigh street, looking great in both directions. vai? >> katy, thank you. a second passenger's been killed in yesterday's tour bus crash in new castle county. nbc 10 has learned that the victim, a 30-year-old woman from turkey, died from injuries she received in the accident late last night. the crash happened just after 4:00 yesterday afternoon on route 1 and redline road in bear, new castle county. rosemary connors is live out of christiana hospital where many

of the patients are being treated. >> reporter: that's right, the second victim who died overnight is here at christiana hospital. we now know the names of the two women killed, identified by delaware state police as 54-year-old hua'y chen of new york city and 30-year-old idil bahsi of istanbul, turkey. here's what we know about what happened with this crash. it was just before 4:30 yesterday afternoon when this tour bus carrying 50 people on board, and that includes the driver, flipped over on to the grass next to the off-ramp from state route 1 south to us-13 north. according to delaware state police, the driver, who's been identified as 56-year-old jinli zhao of flushing, new york, was trying to navigate a moderate curve on the off-ramp when the bus rolled over. that first victim, she was pinned underneath the bus and died right there at the scene. everybody on board suffered some kind of injury with varying degrees. we know that the driver, for example, suffered only minor injuries. we know that as many as five people are in critical condition

this morning. we also know that the majority of the tourists on board that bus were adults, but there were two kids on board. this tour bus company is based out of new york city. coming up at 4:30 when i see you next, we'll talk about where the bus was coming from and headed to. reporting live, i'm rosemary connors, nbc 10 news. new overnight, philadelphia police are searching for two gunmen in the kingsessing neighborhood at 51st and paxon streets. it happened around 12:30. police tell us three people were sitting on a front step when two men shot them. one man was hit four times, including several shots to his prosthetic leg. another man was also shot. both are in critical condition. a woman was grazed in the leg. also new from overnight, bucks county crews battle an early-morning house fear along inbrouk road in levittown. we're told it started in an outside trash can and spread to the home around 1:00 this morning. this is viewer video showing firefighters working to put out

the flames. a woman inside the home suffered minor burns. and happening today, more than 500 nurses from crozer-chester hospital are expected back out on the picket line. nbc 10 in delaware county sunday for the start of the planned two-day walkout. nurses have been working without a contract since june 8th with the sticking points of staffing, pay and retirement funds. >> being out here knowing that patients are inside. none of us wanted to do this. no one wins. >> there are temporary workers in place to fill the spots of the striking nurses. no new contract talks are scheduled. and now to the manhunt in the pocono mountains. pennsylvania state police say they are closing in on the man wanted for the murder of a trooper more than a week ago. the search is now focused on an area on the border of pike and monroe counties near the village where the suspect, eric frein, grew up. authorities say frein ambushed, then shot and kill a pennsylvania state trooper nine

days ago. police have mounted a massive search of the pocono mountain neighborhood where frein lived with his parents. investigators say they have found several items belonging to frein and they believe they're on the right track. >> and we found several items that frein has abandoned or hidden for possible future use. some of those items include an ak-47-style weapon and some other magazines and ammunition, among other things that we have located to this point in time. >> authorities say frein is a survivalist with a grudge against law enforcement. of course, you can count on nbc 10 and nbc10.com to bring you any new developments in the police manhunt, get text alerts of breaking developments by downloading the free nbc 10 news app. and a 17-year-old's in critical condition this morning after being shot by police in west philadelphia. this happened around 9:00 last night here in the 5600 block of media avenue. officers say the teen pointed a gun at them during the chase, so they shot him. and the trial of a montgomery county man accused of

killing a 10-month-old girl and her grandmother is expected to start this week. raghunandan yandamuri faces the death penalty if convicted. he is charged with kidnapping the baby from her family's king of prussia apartment nearly two years ago and killing her grandmother. the baby was later found dead. prosecutors say the suspect planned to hold the little girl for ransom to pay off a gambling debt. also happening today, the trial is set to begin for a south philadelphia man charged in the hit-and-run in old city. chiffai ali is accused of hitting a pedestrian at market street in july and taking off. this was two months after ali was charged with a road rage incident in the city. police say ali followed a driver with her 4-month-old daughter and another woman in the car and shot at her window. no one was injured in that case. that trial is set to begin wednesday. happening today, the first of three debates between pennsylvania's two candidates for governor. nbc 10's tracy davidson is live

in our digital operations center with a preview. >> good morning, vai. pennsylvania governor tom corbett will go face to face with democratic challenger tom wolf this morning in hershey. recent polls show wolf with a commanding 24-point lead over the republican incumbent. wolf is also headed into the final seven weeks of the campaign with a more than $1.5 million cash advantage over corbett. the political watchdog group committee of 70 says despite the numbers, governor corbett won't go down without a fight. >> you're going to see over the next couple of weeks is a lot of money coming into pennsylvania in support of tom corbett's candidacy. you're going to see a blitz of tv ads, and you're going to see very aggressive behavior by the corbett campaign to try to close that gap. >> now, kaplan says performance is key in tonight's debate as voters will pay close attention to not only what the candidates are saying, but how they conduct themselves. the debate is at 7:30 in hershey. you can watch it on our website,

nbc10.com. it's expected to draw about 1,600 people. that's the first debate. then they go at it october 1st in philadelphia. the third debate will be october 8th in wilkinsburg, which is near pittsburgh. all leads up to election day november 4th. live in the digital operations center, tracy davidson, nbc 10 news. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a cooler start this morning. temperatures have come down. you can feel the humidity coming down, too. we'll be drying out. this number will come down during the day. 68 degrees right now and winds are out of the west at 12 miles an hour. those will be going up. satellite shows the clouds, they're clearing out. we'll be in for plenty of sunshine. we might see a few clouds blow by at times as those strong northwesterly winds come into play, but otherwise, it is going to be dry and feeling like fall in the final hours of summer. 62 degrees, the future weather showing at 9:00. we'll go hour by hour. by noontime, we'll be in the

upper 60s, still nice and cool. and look at all the arrows lining up as the cool, dry air that's pushing into the area and will be staying with us into the afternoon. by 3:00 in the afternoon, nowhere near the 80-degree mark, which is what we got close to yesterday. 70 degrees this afternoon, but the wind, that will be blowing. forecast is calling for plenty of sunshine today. the winds will be out of the northwest 10 to 20 miles an hour with gusts as high as 25 miles an hour. there's a chance of some rain in our future. i'll show you when to expect that with the extended future weather when i come back. >> thank you, bill. 4:10 this monday morning, time to get an early-morning check on traffic. here's katy zachry manning the first alert traffic center. good morning, katy. >> that's right, vai. looking at our cameras, it's surprising, there isn't as much construction as we normally see on a monday morning at this time, so good news for drivers. this is the ben franklin bridge from camden headed west fwheerd philadelphia. if you're headed west over the ben franklin bridge, right where you meet the midspan mark, you'll find the two right lanes

are closed off for some track work, patco track work. there is construction at midspan on the ben franklin bridge headed westbound. taking a live look at 76 right at montgomery drive, east and west looking great in both directions. heading into montgomery county, 422 eastbound, the ramps to and from armand hammer boulevard, they are closed. it's part of a long-term construction project, closed for the next several weeks. also now going into montgomery county, route 202 right at route 30, things are free and clear of any problems out there. crickets out there. vai? >> we like crickets. thank you, katy. a vote on philadelphia's cigarette tax could happen today. next, we'll take a closer look at the $2-per-pack tax and what still needs to happen before that money can get funneled to the school district. and hundreds of thousands of people joined together for a march in new york city. a look at the cause that brought them all together.

happening today, the philadelphia school district could be one step closer to getting a much-needed infusion of cash. that's if the state house of representatives passes a cigarette tax with proceeds earmarked for local education. nbc 10's jesse gary's live at school district headquarters. and jesse, this has been a long process that finally nears completion, but give us a sense of the timeline of events that's going to happen today. >> reporter: yeah, vai, the pennsylvania house of representatives goes into session early this afternoon. i've spoken with one house member who tells me the bill in question will be considered and voted on shortly thereafter. let's go ahead and take a look at our video. now, that bill would apply a $2-per-pack tax on every pack of cigarettes sold in philadelphia. the money would go to the school district, which currently is in the red by about $81 million. the mayor and district officials have repeatedly pressed their

case at the state capitol, saying failure to get this added funding would trigger a so-called nuclear option. the politics of reaching this deal have strained political relationships. >> between senate and house, there's tough feelings between parties, there's tough feelings with the governor. >> reporter: in the end, governor tom corbett did pony up money, and now it's time for the legislature to do the same, allowing philadelphians to tax ourselves, put that money towards education. coming up in the next hour, we'll talk about the impending time frame, even if there is passage today. we'll have that in the next hour. live outside school district headquarters in spring garden, jesse gary, nbc 10 news. vai? >> jesse, thank you. count on nbc 10 to keep you covered on the school budget crisis and today's happening in the state capitol. activists are warning that climate change is destroying the earth. hundreds of thousands of them took to the streets of new york sunday calling for leaders to take action.

a group of south jersey residents were among those who took part in the peoples climate march. this took place in advance of a united nations climate summit taking place today. president obama and more than 120 world leaders will discuss the possibility of forging a global climate treaty by the end of 2015. >> there is no plan "b," because we do not have. >> it's the most important thing when i think about the future of my children. it's kind of bleak. >> the march was a marquee event in a worldwide day of action. similar events were held in more than 160 countries. nearly a decade after hurricane katrina, the catastrophic storm will be the center of attention today in philadelphia. members of the american society of civil engineers task committee on flood safety are in town. the group put together a report on the lessons learned by katrina. they will be presenting their findings and recommendations at

a press conference in center city later this morning. snmth fer. now, your nbc 10 first alert weather with meteorologist bill henley. >> that warm, muggy air we had yesterday, done. and here's why. the wind is really starting to pick up. cold front came through, and now winds are bringing in drier air. it's a 12-mile-an-hour wind blowing in philadelphia and wilmington, and the wind is going to get stronger during the day. and the temperatures, they're still coming down. 61 degrees right now at chester springs, 65 for washington township, wilmington's at 65, while it's 62 now in pottstown and allentown. look at the 50s for shenandoah. in the mountains, it's going to be in the 50s for most of the day, and we'll be in the 60s for most of the day. avalon is 70 degrees, and that's what we'll see for a high temperature for most of the area today. sunshine today. future weather shows nothing but clear skies for us. maybe an occasional cloud blowing by today, but that's about it. tomorrow will be another sunny one, tuesday afternoon temperatures will be in the 70s again.

but wednesday afternoon, you'll start to see the beginning of some change. clouds start to move in during the afternoon hours. and by late wednesday evening, here comes some rain up from the south affecting central and south delaware into south jersey, and this could push into philadelphia come thursday and into friday. back with the seven-day forecast coming up in the next half hour. >> thank you, bill. some construction out there, but not as bad as one would expect on a monday morning. here's katy zachry manning the first alert traffic center. >> hi, vai, good morning. want to start with a live look at 95 near cottman avenue. as we know, there is some long-term construction. this is the southbound lane. you see the cones are set up, some lights are out, but we aren't seeing any active construction zone right now. it's not delaying things on 95. as we head to a full screen of the speeds on 95, you can see average speed is 55 miles an hour. that's bound to go down as we head into the morning rush in just a few hours. a live look right now at 476 at

and this morning, how about our eagles? the birds are one of just three teams now that remain undefeated in the nfl, and former eagle desean jackson, there he is, returning to the linc for the first time since joining washington. fans giving him the boos, of course. first quarter, eagles down 7-0. how about chris polk? 102 yards. that's the first eagles touchdown return since 2008, the first ever at the linc. game tied at 7 and things get out of hand in the fourth. it looks like nick foles gets picked off here. then on the return, watch this, foals just absolutely, boom! leveled right there by chris baker of the redskins. and because of that, guess what? we got a brawl. a couple of ejections. the interception was waved off after the replay wasn't good. that leads to foals, this throw to jeremy maclin hauls in a 27-yard score. the eagles hold on for the 37-34 win.

chip kelly loves the fight in his team! >> we're talking about the interception, you know, is it an interception, is it not an interception? we can't challenge it. what was the ruling on the field? then all of a sudden, you know, a hockey game broke out. >> well, the eagles are 3-0 for the first time in ten years when they last went to the super bowl. maybe that's a good omen. yesterday was the first football sunday since nfl commissioner roger goodell broke his silence on the domestic abuse scandals rocking the league. he promised to overhaul the nfl's personal conduct policy by february. now, one of the players at the center of it all, of course, is former baltimore raven ray rice. this week, the ravens say they'll address an espn "outside the lines" report about their handling of the incident involving rice. according to the report, ravens executives were made aware that rice punched his then fiancee within hours of it happening, and then began campaigning for leniency for the football star. >> the key takeaway from that oto report was, allegedly, how

much the ravens knew and how early they knew it and how insignificant they reacted in terms of the information they had. >> in a statement, the ravens say the article contains numerous errors, inaccuracies, false assumptions, and perhaps misunderstandings. well, some people in ferguson, missouri, are now being equipped with body cameras. the group we cop watch is providing more than 100 of these cameras for community members, and they're being educated on how to handle being stopped by police and how to protect their own rights. this program even has the approval of ferguson's police chief. >> the idea of private citizens filming police doing their jobs, i don't see anything wrong with that. as a matter of fact, it happens all the time. we also have cameras now that we're using to film our interaction with the public. >> this all comes after last month's shooting death of unarmed teenager michael brown by a ferguson police officer. that officer has not been charged. brown's family is calling for the justice department to take

on this beautiful weather. so comfortable this morning as the humidity goes down and it  will be feeling cooler all day long. look at the wind blowing the flag atap the aramark center. it's a northwesterly wind, saving us from humidity that was on the steamy side yesterday. a little cooler this morning in northeast philadelphia and pocono, we will wind up cooler than yesterday by a long shot. we were close to 80 degrees yesterday afternoon. most of the day today will be in the 60s. 68 right now in philadelphia and falling, down to 62 in allentown and pottstown, while wilmington and millville are right in the middle 60s this morning. so, stand by for a sunny, breezy day and a cooler one, too, as we enter the final hours of summer 2014. a look at the future weather when i come back. but first, katy zachry has your monday morning traffic. hey, katy. >> thanks, bill. i think a lot of people are excited to enter the fall season. almost 4:30 on your monday morning. we aren't seeing a lot of problems out there, really, any problems on our roadways throughout the area. live look at 76 near the
